Angela merkel, the German Chancellor, has said that she does not rule out future treaty changes in Europe and will be a "constructive partner" to the UK in getting reforms. After her talks with the prime minister,David Cameron, she said her clear-cut view was that the UK should remain in the EU
Strengthening the idea of co-operation, she told him that there was common ground across many areas. She added that progress on welfare would be more protracted.
Mr, Cameron seemed to be ironical when he said that there was no magic solution to reform. However, he appeared to be optimistic when he said, " Where there's a will there's a way" .

Mrs. Merkel's decision is a matter of astonishment to the Germans because she, like the leaders of France and Poland, kept herself away from such a treaty.
